Philadelphia Works selected Launchpad's Salesforce-native platform to power their C2L PHL youth program, a large-scale initiative connecting thousands of young people to work-based learning, stipend employment, and career readiness services. Outdated Systems Holding Back a Critical Youth Program

Philadelphia Works was preparing to launch C2L PHL, a large-scale youth employment and work-based learning initiative. But the legacy portal they relied on was not built for this kind of scale.

The previous system only allowed one application per youth. If a program filled up, staff had to manually reassign participants. Applications had to be rebuilt from scratch every year. Clearance checks were slow and disconnected. Time and attendance tracking required multiple workarounds.

Providers and staff struggled with complexity and lack of transparency. Youth participants had to start fresh each cycle with no persistent profiles. As the program's scope grew, the system became a bottleneck rather than a foundation.

The Solution

Modernizing Youth Services with Launchpad

Philadelphia Works chose Launchpad to replace their legacy youth portal. The implementation, led by radianHub, delivered a production-ready system in just a few months that supported a full public launch, processing 5,707 applications in the first four business days.

The Launchpad platform gave youth the ability to rank 3 to 5 program choices, with automated matching based on interest and prioritization logic for vulnerable populations. Document uploads, clearance checks through the Justifacts API, and comprehensive timesheet tracking for stipend and payroll participants were all built into a single, mobile-optimized interface.

Performance testing with real stress loads and extensive User Acceptance Testing with experienced program staff ensured the system was ready for launch day.
