Leveraging Launchpad to Connect Youth to Opportunity
Philadelphia Works serves as the local workforce investment board for Philadelphia County. Each year, they help thousands of youth and adults access career readiness programs, with a particular focus on underserved communities. From work-based learning to career pathways and stipend-based employment programs, Philadelphia Works and its provider network deliver services that prepare young people for long-term success.
The Challenge
Outdated Systems Holding Back a Critical Youth Program
Philadelphia Works was preparing to launch C2L PHL, a large-scale youth employment and work-based learning initiative. But the legacy portal they relied on was not built for this kind of scale.
The previous system only allowed one application per youth. If a program filled up, staff had to manually reassign participants. Applications had to be rebuilt from scratch every year. Clearance checks were slow and disconnected. Time and attendance tracking required multiple workarounds.
Providers and staff struggled with complexity and lack of transparency. Youth participants had to start fresh each cycle with no persistent profiles. As the program's scope grew, the system became a bottleneck rather than a foundation.
The Solution
Modernizing Youth Services with Launchpad

The Results
15,000+
Youth applications in 4 weeks
10+
Applications per minute at peak
~4,000
Vulnerable youth accepted
7,300+
The matching process reduced manual work for staff and ensured priority populations were served. Providers saw drastically less administrative effort through automated matching and prioritization. Returning youth had an easier re-enrollment path, and the system created a clear way to track student engagement, career progress, and graduation readiness. Parents, providers, and youth praised the system's ease of use and faster payments.
