Leveraging Launchpad to Streamline Union Career Pathways
Los Angeles Hospitality Training Academy (LA HTA) is a nonprofit dedicated to preparing individuals for sustainable, union-based hospitality careers. Through apprenticeship and pre-apprenticeship programs, LA HTA partners with over 175 employers to connect workers to union hotel and service jobs. As programs expanded, the organization needed a system that could keep pace with growing participant volume, complex training stages, and employer engagement across the region.
The Challenge
Outdated Systems Holding Back a Critical Youth Program
Philadelphia Works was preparing to launch C2L PHL, a large-scale youth employment and work-based learning initiative. But the legacy portal they relied on was not built for this kind of scale.
The previous system only allowed one application per youth. If a program filled up, staff had to manually reassign participants. Applications had to be rebuilt from scratch every year. Clearance checks were slow and disconnected. Time and attendance tracking required multiple workarounds.
Providers and staff struggled with complexity and lack of transparency. Youth participants had to start fresh each cycle with no persistent profiles. As the program's scope grew, the system became a bottleneck rather than a foundation.
